I play just fine on my desktop, but when I try to load my Steam cloud save on my laptop it crashes on Loading savegame: 0%. Since I use my steam account all my mods are the same. I have tried a clean install. I've tried with, without, and only some mods. I've ensured its allowed through the firewall and I've tried running as admin, no change. Starting a new game works, it's just my saves for some reason. Attached are some logs from my most recent crash report with mods loaded. Please help.

I fixed it. Had nothing to do with the mods. Steam is installing mods to some random Documents folder it created and not my actual Documents. I just moved all the mod files over to the correct Documents directory and now everything works fine.
Steam always downloads mods to one of its folders, as it has no idea where the game reads mods from. What should happen is when the game runs it copies those mod files to its location, Documents/paradox/IR/mod/ . Not sure why that wouldn't have happened in this case!
What antivirus app do you use? Add imperator.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.
