I play it on a laptop, any ideas on how to open it?

It depends on your keyboard settings. It's the key that prints §, I believe. It's shift-3 on my (German) keyboard.
I'm moving this to the HoI3 forum where it belongs. You should register your game so you can ask these kinds of questions in the tech support forum the next time.

There are several different ways to activate the console (any of them work just the same):
"~"
"Shift + 3"
"ALT + 21" on the numeric keypad.
"ALT Gr + 0" on the numeric keypad.

For me on my Hungarian keyboard, it's 'Shift+0', but when it turnes into the English layout (sometimes it does that for some reason) then it's '0' without Shift. And '0' is the lefternmost button on the top row of my keyboard (excluding the row starting with 'Esc').
Hello, I have the same issue regarding opening the console. I will try the tips above, but are there any other ways to open it?
