Game-Breaking Issue... or do I miss something?

In a recent game as Italy, my alied Germans attacked Rep. Spain right after they "Vichied" France.
They conquered the entire peninsula but no annex was happening.
Spain even had "the peninsula is lost" event.
Then my navy intervened to conquer all their colonies, just in case some other event should fire.
No annexation for months...

Then I got creepy by this thought=

Could it be that "Increased Prestige" event giving +5 VPs to Spain made it impossible to ever annex ???

No, Canada hold them but I took them
I experienced that in my recent game as USSR, too.
Neither Nat. Spain nor Persia are annexable.
Am I missing something here?

Edit= Especially Persia, a british puppet.
First Italy invades captures Tehran and all of VPs but no annex.
Some of VPs were under mine (Soviet) control.
Now it's 1944, Persia divided between CCCP and Japan, we are at war, no Annex - Tehran is mine.

Ok I retreated until Japan captured Tehran as well, then it annexed Persia.
Seems that off-map VPs do not affect annexation.

Anyway I find this extra VP-event a bit useless.

I also feel a bit annoyed about those events firing every May and September.
Talking about University Disaster, Partisan activity, Arsenal explosion etc.

Especially the explosion causes a minor nation to collapse.
As Com.Chi it really destroyed my game, I had to reload.
