Galleys set to zero, and Tribal Organization reset.

As seen in the attached screenshot, galleys that can be raised in Uppland are at 0 instead of 51 as it should be.

I failed to get a screenshot, but Tribal Organization was also reset to none. I don't mean minimum; I mean there was no tribal organization, and I was forced to start a vote on minimum (it was previously at medium, if this information helps).

In both cases, these bugs can be traced to the last inheritance of the primary title. I will reload the game and see if doing so undoes the galley bug.

It did not.

Oh, and the inheritor was, at the time, leader of a revolt to take a King-level title. Maybe related to the Tribal Organization reset?

If reloading didn't fix the issue, I'd suggest posting the save so the QA people can have a reproducible case to work with.

As Jorlem said, a save game for us to take a look at would be great.

Also, it would help greatly if you described in more detail what exactly happened when this occured for you so that
we can more easily find cases where we can possibly reproduce this.

The attachment system says the zip of my save is too large to attach. I'm not very experienced with forums, not being incredibly sociable online, and this is my first time posting here. Is there a preferred method(s)? I could email, provide access on dropbox, etc.

As to what happened... when my Emperor died the Empire Title was inherited by a relatively distant relative who was the head of Finnish Revolt. I was in a war with Rus, and after inheritance a group of 21 ships was under my control. I had marched all armies over land for this war previously and had no ships raised. I sent those 21 to a owned province to dismiss them. I waited some months to make sure no Civil War was coming before I decided to start my next war. Only then did I discover that the capital province (Uppland) had zero ships even though it said it should have some. I don't know what other detail I could give you; I didn't pay too close attention to anything that happened during the change of power, which is when I assume my troubles started.
