Hello everyone
So, my problem is the following: I knew most of the galaxy (quite more than 50%) but the decision to create the market never showed up and instead all of a sudden a machine empire with a trade value of 0 became the leader for the market.
After reloading my save I bribed the entire galaxy so I would be in contact with EVERY single empires. Still no decision available. Reloaded again, flooded my local market with resources and made 6 commercial pacts through bribery. Still no decision.

So here's the problem: While fulfilling every conditions the decision to create the market, participate, nominate, or anything, absolutely never appeared. Not a single popup, event, nothing. And I did try by reloading quite a few times. Knowing paradox I don't know if it's a bug or simply something not working as intended, both wouldn't surprise me.

So this depends on a variety of factors, right now I only have 10% market fee so I can do it with any resource at any point in the game, but with 20% and 30% especially you need a specific set of circumstances. I will try to show you what I mean but this will be a lengthy post I hope you don't mind. If its a TLDR you are looking for, first example should be enough:

1st example:
Here I did some wizardry already over which I will go through in length to show you a bigger example, nothing that you can't do yourself, you just have to know how to do it:

As you can see I can sell my minerals for 20k, I click it ONCE and this pops up:

I can rebuy them for 14k. And yes you can do this over and over and over again.


Now, I have 10% market fee here so again, easier, I will try to give you a different example later with 20% fee if I can. But what I did here is when I loaded the file I started with this:

Here you can see I sell for 7.7k and if I press sell ONCE:

I can buy for 7.2k . So this isn't as big as the 6k difference above, this is tiny, I will tell you what I did to arrive at to the first example from here. I press buy 3 times instead of once, raising the sell price to 20k then I sell only once, it goes to 14, then I buy once, it goes back to 20k then I sell once and so on. So if you can buy 2 times in a row (or more) it makes it easier to cheat as you have a bigger difference between sell and buy prices, but of course the AI can buy stuff to already have the prices at that point, so you can arrive at this point by accident and it CAN happen even with 30% fees but you really want to use alloys to cheat in that case.
Here's an example if you only click the buy 2 times:

You get a 2k gain instead. So yes the higher the gain the better it is because then it works at 20% fee or even 30% depending how high.

2nd example - These are base prices. The AI sold nothing of this resource, I did not sell anything either, nor did I manipulate or touch it in any way whatsoever.

Sold for 9k, bought for 8.8k.

But again if I buy twice (or more if you want even bigger profit margins) you arrive at this:

Selling for 18k, buying for 11k. The rarer the resource the easier it is to cheat. This is why if you wanna do this early game you do it with alloys as they are an expensive early game resource.

They fixed it right after 2.2.2 dropped in another hotfix, at least the last time I tried it.
Sorry pal but nope they didn't. They said they did, but they did not. I even made a post about it but people said I was too aggressive, because to be honest I was pissed at Paradox for lying to us about fixing the issue.

You should probably learn what the word 'lie' means then. Especially in the context of a beta patch note.

So here's another example from a MUCH much earlier save. I have 20% here from the galactic market ownership. As you can see from the screenshots I had to sell a bunch of stuff to be able to afford experimentation with the system, alloys are at an outrageously high price atm and the exploit doesn't work with them because of it, so consumer goods will have to do:

So in this example I can buy for 12k but sell for 16k after I bought it. Essentially 4k free energy every time I do it. Interestingly here I tried to do a buy twice thing but it doesn't work as well, it goes up to 24k sell and 24k buy, so you gain like a couple hundred only. Not sure what causes that, I'll have to test it more. Weird.

So I reloaded the same save file again to test it and as soon as I load it I am at this situation with minerals:

Sold for 13k, bought for 11k (once I sell it ofc)

However weirdly, again the double purchase doesn't help, instead I get to this point:

Sold for 21, bought for 19.6 so its a smaller difference not bigger. Maybe the double purchase only helps with 10% market fee, not sure.

And another example with gasses:

You start by buying for 12k then sell it for 16k. Again a net worth of 4k free money every purchase, you can buy first sell second or sell first buy second, the ordering doesn't matter really, it depends on the resource and what you have atm.

So here I did a 3 screenshot run instead, initial pic, and then I bought crystals 2 times.

By base atm, I can buy for 14k, sell for 9.4k

2nd screenshot, I bought crystals one time for 14k, now I could sell them for 17.4k but I am not going to do that yet, I buy once again for 26k instead

3rd screenshot, I bought crystals for 26k, but now interestingly I can only sell it for 25k, so now it works, but the previous transaction I could repeat for a 3k gain non-stop.

So it seems its a LOT weirder with 20% market fee and kind of unstable but there are plenty of cases just in a random base save that I have for exploitation.

They actually had it in the live 2.2.2 patch note too, not just beta patch note. They even had a weird joke about it which while funny is also insulting in the context of the issue still not being fixed:

In fact I'd say this makes it worse, in that now anyone who gets to 20% market fee can immediately start cheating while others probably wouldn't be able. You give cheats to 1 person but not the others making it potentially worse. Especially if you don't realize that people can still do it bc you read the patch note that says that its been fixed when it isn't...but I don't play multiplayer so it doesn't affect me, but I want it to be fixed for others sake nonetheless.

Alone from the screenshots you post, I am pretty sure you are not running the checksum: "1960" beta.

At least for me, since the 1960 beta the prices of the different amounts do not scale linearly anymore but look like this:

If you are running it, it looks like a bug that needs fixing, I agree with that.

Oh wait I have a 30% market fee internal market save game for testing so here's another gift, I immediately tested it with alloys bc I remembered that that worked:

What I did not expect, as I went through all the resources, was that food works EVEN BETTER. SHOCKINGLY better omg. I didn't have 10k food, so I bought one batch of 10k and got this:

I can buy it for 13k and sell it for 21k!!!!!! Holy smokes, and this is only 47 years into the game its INSANE. 7k differential on free money. That's a bargain.
