A certain post in reddit makes me realizes that I'm not the only one feeling that the Imperium is underpowered, and even disregarding the fact you have to give up your federation buffs, there are not even that much difference between it and the custodian.
An idea I have is that instead of asking nicely, befriend people and get the federation bonuses, you are just able to force your way through with your diplomatic weight and get the same or even better buffs.
The Imperial Department of Commerce, 1st level: free commercial pacts for everyone. 2nd level: "forced" commercial pacts for everyone
and The Imperial Department of Immigration, Department of Technology, etc.
Deparment of Sentient Being's Rights, banning slaves across the imperium. (Not just the slave market, but slaves in general)
The special imperial edict, ex. givin large ethics attraction towards the Emperor.
Special projects that gives empire wide buffs, initiated by passing resolutions,
Imperium cultural exchange festivals, giving opinion buffs and trust growth between the members, having a chance to revoke claims on each other.
Regular Military drills, increasing fire rate, evasion, land troop morale, etc. of the members.
