Galactic Community reforms to speed everything up

One of the frustrations I have with the galactic community is just how slow it can be to get through resolutions that are very clearly going to pass. This is especially irritating for people who like to play shorter games.

With that in mind I have two simple suggestions:

1. Expedite session length for overwhelmingly popular resolutions.

If after the first 121 days, a vote has a super majority (66%+) for a resolution, the session length should automatically be cut in half. This would greatly speed up the early sessions that are filled with broadly popular resolutions that almost inevitably always pass. 121 days is specific because it gives empires one chance to change their vote (it's locked 4 for months).

2. Make Galactic session and recess timers adjustable at the start.

If I drop tech/traditions to 75% and victory from 2500 to 2400, I want the galactic community to be equally sped up.

I had actually been planning on suggesting what I call the Galactic Community Consensus Coefficient. Basically, you take the % of support for the option with the most support, subtract the % of support for the other two options, and just add that as a multiplier to the "Build Speed" of the resolution essentially.

Resolution Speed multiplier = 1 + ( Highest Support % - Other Options % ) , so if something's supported by 60% of the GC, you get a multiplier of 1 + ( 0.60 - 0.40), or 1.2, so the Resolution progresses 20% faster. If it changes to 80% support, that's a 1.6 multiplier, etc. etc. This would *include* Abstain, but if the multiplier would go below 1 or Abstain has the highest support it'd just be the base speed. A disengaged Community is not a speedy Community.

I’m up for those suggestions and would suggest also:

That AIs withdraw resolutions with a low level of support of x days.

With the aim of cutting through resolutions that are not going to get through and tend to block ( and ruin) important situations that a filthy casual might need - Put simply, the Custodian appointment, council formation / related resolutions. - All should reliably get proposed.

Also on a related note, if an AI is voted through as a Custodian, their existing resolution(s) should be withdrawn, giving it the chance to carry out the role of custodian and push through their special resolutions.

Should help casuals save the galaxy without having to micromanage it and lead it.

I think you're missing the best option: Make the pace of resolutions or submissions modifablel BY resolutions.

There should be tree of resolutions: Parlementary Procedures that do the following
- Increase/decrease the voting session
- increase/decrease the recess ession
- increase/decrease the influence cost of submitting resolutions
- increase/decrease the maximunum number of favors that can be used

Maybe a couple others - but then not only can people modify to their preference, but can do so IN GAME and give it some more political feeling

I like nearly all of this, with the exception of affecting favors. Favors aren’t really part of the parliamentary procedure. It doesn’t make a whole lot of sense that the GC can limit me convincing another empire to see things my way (via favors).

I like nearly all of this, with the exception of affecting favors. Favors aren’t really part of the parliamentary procedure. It doesn’t make a whole lot of sense that the GC can limit me convincing another empire to see things my way (via favors).

That's fair, I just through it in there as a mechanical option that might have an explanation, but its the general idea that matters. Make the function of the Galactic Community adjustable through resolutions.

Yeah, but now you have to spend decades ramming rule-change resolutions through the GC just to get it where it should be. And by that time many of the easy votes are already passed.

He isn't suggesting leaving the default where it is, the default can be lower with the ability to increase/decrease through resolutions still being available.

Mostly, yes. There is no 'default' that's going to be good for everyone, so no matter where they plop it some people will be annoyed. They could maybe make a starting game slider (like tech growth) that sets the scaling factor for council resolutions.

But I always felt there should be a way to speed up/slow down votes IN the game itself - a lot of bureaucratic maneuvering is about fucking with the rules of the system to stall until other circumstances tilt in your favor.
