In the UK when it comes to the legislature of the lower house (Members of Parliament in the House of Commons) there is a procedure when a bill has no objectors it is “Passed Without Division” the vote is skipped and the bill then progresses to the next stage and eventually becomes law.

In terms of the Galactic Council the easiest way to implement this is if a resolution has no opposition when it would be sent to the senate floor, it is instantly passed due to a vote being unnecessary and the next resolution is sent to the floor instead.

To indicate unopposed resolutions a small indicator would need to be added next to the supporting diplomatic weight.

I wouldn't make it no division when sent to the senate floor, since often people won't vote against something until it's actually been put on the table. There is also the trick of proposing a bill and then immediately emergency measuring it, in which case there is no opposition since no one had the time to actually oppose it.

I would like some mechanics to speed up the galactic senate somehow, but this isn't it. Maybe have it be when it gets halfway through the voting process?

I agree, in the case of an emergency measure it would need to go to a vote.

Those sound like abusive behaviors, that can be easily fixed:
The must enter "nobody says Nay" and then stay on that for 10+ years.

That way the emergency measure trick could not work.
Also people are incentivised to vote true to their position.

You are propably trying to fix the issue of some bills being stuck at the bottom forever. And you idea is making it so that bills with "no objection" get auto-passed.
I do not think that will work, as the AI becomes much less agressive about passing resolutions of higher tiers.

I had some ideas to fix that myself. My recent addition (just make old Proposals more likely to be picked for voting) would fix the issue more directly:

It’s more to skip votes that aren’t opposed. Normally the Galactic Market is one. You would have to make alterations so that AI (or players) intent on defeating a resolution are much more likely to register their opposition before it’s waved through.

I thought it was trying to fix the fact that despite something being unanimously wanted it still takes a full 4 years, meaning time gets bogged up on things which everyone agrees on so there is no point to keeping it around to vote on. Proposals being trapped at the bottom is intended behavior, so that you can avoid voting on something you know will probably pass by promoting something which will be more popular and you are more ok with.

I would say it would be good that if the whole community is agreement then the countdown to when the resolution passes speeds up rather than instantly finishing at any point, like resolution time increases by 50% if all members agree or abstain/don't care

And I mean, this is an inter-species, inter-nation community, beau acracy slowing things down is kind of the point. :p

I don't think this is really a problem, especially if you play with a lot of empires, because it takes SO long as is for a meaningful amount of resolutions to pass that the community is basically frozen when it comes to addressing genuine threats. The Custodian addon is the first time I've ever seen the Galactic community rally against a galactic threat because I, as the Custodian forced them to.
Nine times out of ten the community's too busy voting to have resolutions like sanctions enter the assembly, and then upon having it enter the assembly, all of the people who voted to have it addressed vote against it because ??????
The AI is not remotely smart enough to effectively utilize the potential of the GC

Which would speed up the time to go through the whole Queue.

Proposals being trapped at the bottom is intended behavior, so that you can avoid voting on something you know will probably pass by promoting something which will be more popular and you are more ok with.
Just because it is intended, does not say it is nessarily good.
Especially without a way to "drop" the proposal (so you can pick another one), it realy should not work that way.

If you are too busy to notice the Resolution that has been sitting there for a decade, it sounds like a you problem to me.
You get a notificaiton on the GC Symbol how many you have not voed for.

And again: Things that were just added and were emergency voted can easily be skipped. Just give it a minimum time of 10 years in the queue before those rule apply - done.
