Well, I've just done "same country always inherits" reform as Prussia and so 2 reforms left to form HRE.
It's become so painful to get IA because there can be no war inside HRE though... Btw, won TYW and now everyone is free of their choice of religion. Now I just sit waiting because I can't gain IA any other way... I can't attack neighbours and add land to HRE due to dangerous alliance chains which I may not be able to defeat(besides I don't think I want AE either, being so close to vassalising HRE). If someone attacks the empire, fine I can defeat that but nobody does because all neighbours of HRE are weak(even France). Well maybe France will try it one day but I can't release any nations from him anyway, done all that, just can get IA for defending the empire.
And my emperor refuses to die so It seems I can't gain IA from that too :p

Anyway, do I miss anything or aren't there much options for me to gain IA in that situation?

long wait ahead :) Hre at peace should give some IA ..or you could release a medium vassal and annex after 10 years :D the rest you alraeady know dead emperor , defend....
Yeah, 0.1 monthly lol :D Which means it will take decades to get 50.
I may try releasing but then I fear I'll be kind of weak I guess and my force limits will go down and I don't wanna disband the army, dunno. Hope that guy dies soon and her son after him...

Dow Countries allied to member states and then in war give away provinces to allies inside the HRE that are friendly towards you then ask for the land back during peace time for +10 for each peace of land

Bad move, always stop at the 4th reform as Prussia. You can "lose" a war and offer to revoke the last reform.... then conquer the HRE. Annex all the electors but yourself and you wont lose the emperorship.

Don't think releasing vassals gives you IA anymore. It would add IA if you can release HRE nations from enemies, in peace deals, but if your geo-political situation makes that difficult...

Not sure you really can do much if you're unable/unwilling to be in any wars. The peacetime gain is pathetic. If you can't arrange any defensive wars, best method at this point is just expand and add provinces. Any way you do it is going to involve some kind of wars; can't be too focused on the AE.

Maybe you could try using the unlawful territory mechanics...prior to passing the reform banning war, get some allies to take a bunch of land inside HRE they will give up to your demands. Since you get 10 points per agreed-to-demand this might be a way to stockpile a few points. Im in the same situation in my Burgundy game, and releasing HRE nations from myself is not granting any authority points(bug?) its quite annoying there is no legitimate gameplay mechanics to gain authority(other than carpet conquest)
