My question is, "Will players be allowed to send troops to fight in conflicts that they are not formally involved (e.g., Americans, Germans, Italians in the Spainish Civil War; Germans in the Fin/Rus war; and the Americans in the Chinese/Japanese war). This troops gains a wealth of experience from particapting in this wars. German mastered the Blitz...Americans gain aces in the the flying Tigers.
Second Question: If players are allowed to send troops to fight, Will player keep controls of troops or will AI/or Player nation troops are send to take them over? And what types of penalties will be imposed on lending nations. We can't have a player fight in wars without declaring war.

Yes, that would be very cool to have your units be sent as "volunteers", since they were all officially "volunteers" as to not rattle the saber too early for some nations. Also, though, it should no doubt increase tension.
