I believe you've discovered something that is an over powered start, but this has been documented.
I've seen other people say that by starting with replacing everything with alloy plants and sucking up the consumer good deficit, and taking anything that improves ship fire rates, you can basically corvette spma/rush and usually force people into tribute.

repugnant because amenities are not that big of a deal early, and by the time you actually need it, you are going to be conquering other empires planets/pops and will be able to get lots of slaves.... domestic servitude ftw!
