The white overlay stays on at bad times. Like when you're trying to upgrade roads. This is a recent regression.
Some of the tooltips in the budget screen error out.
It sounds like you're using mods. I haven't experienced any of these issues.
And for the billionth time, all construction should be done in noon lighting. I have to keep the night cycle off because you can't build or tweak things in the night lighting.
Maybe you need to incest in a high quality monitor? I play and build at night all of the time. It doesn't bother me much, and my vision is poor. My old eyes just do as well as they used to. But buying a high end monitor helped me tremendously. Larger is better as well.
I have a 32-inch, IPS, 600Nits brightness, monitor and it does great at night. The city lights up, so it isn't bad buildings. Maybe if you scroll off into an unbuilt area far away, it may be more of a challenge.
If a construction panel at the bottom of the screen is opened, the game should be lit in full noon lighting. When the construction panel goes down, return to normal time of day lighting. Or at the very least, but a hotkey-able toggle to enable/disable time of day lighting.
I am surprised there isn't a mod that already does this. It sees doable.

Like said above, you can copy it (backup) for saving. It is located with all of your other data files for the game, located in appdata.
Just backup this folder (copy and paste the whole line below into file explorer):
%LocalAppData%\Colossal Order\Cities_Skylines
The file named: userGameState.cgs is the game settings you should copy and save, so you don't lose your unlocks.
This will also have any other editor files you may have made as well. plus mods use some of these folders for installing mods. copy the whole folder to USB, cloud, and a windows drive for safest keeping.
Just don't forget to look into a very good monitor. It really helped me play the game at night time of the game. I wish I could post it for you, but your monitor won't display the same without you being in my seat here, looking at the monitor. LOL
For reference, I am using the Gigabyte FI32Q X monitor. It is a bit fancier than most monitor as it has a KVM hub for plugging in two computers at once and sharing the one monitor. My laptop on the left and gaming tower on the right. only need one keyboard, mouse, and speakers for sharing when switched.
