No automatic sector.

To make a new sector, you need to convert a basic starbase into an “administrative station”.
It will collect Trade value for that sector.
You can assign a governor into it. ( they have a home now )

This new sector si only 1 system wide.
You need to upgrade the station to make it wider. (manualy, like before 2.2)

Just make sectors player-definable like they used to be and make it so that Governors have a command limit similar to Admirals that determines how many colonies/systems can be placed in a single sector. Then allow players to assign a budget for each sector and have some checkboxes for things like upgrading buildings.

Well that's what I'd do. Make it simple and easy to define a sector. The purpose of them is to reduce the amount of stuff a player has to do, so I would make them as straight-forward as possible.

There is some discussion of potential changes here and a mod potentially exploring the possibilities here.

It seems like something quite a few people have arrived at independently, along with other mechanics that would significantly improve the way sectors and trade works now.
