Administrations types - as we know, currently we have choice between "feudal" and "imperial" ones. I propose heavy changes to that system, to make it more enjoyable and fun to play:
	- this law is no more restricted to empires, kingdoms get it too, however only top-level title in realm hierarchy can set it,
	- there are 5 types: tribal, semi-feudal, feudal, semi-imperial, imperial
		- important assumption: you can play with any of these systems from XVIII to XV century without bigger problems,
		- tribal: 
			- with this most "primitive" type of administration, you are ruler of tribal nation
			- most important feature here is size of your tribe, which can vary from small village to really enormous mongol-like horde,
			- your "vassals" are basically leaders of smaller portions of your tribe, generals in other words,
			- on death of such general, you get event that allows you to choose his successor or leave choice to this part of your tribe,
				- it could be somehow optimized into designating such person like regent or heir in patrician families, if there is no designated heir, random "elective" choice is made,
			- you can increase size of your tribe by absorbing other tribes,
				- you can do it by:
					- force:
						- by open battle where you basically enslave that tribe,
						- by defeating it's leader and all who would challenge you in single-combat, here people are going under your protection willingly,
					- diplomacy:
						- by convincing other tribe leader that it's more reasonable to bend him knee to you,
							- depends on size of both tribes and traits for their leaders,
		- semifeudal:
			- your tribe starts to settle, building cities, castles and other holdings,
			- "generals" that were leading in your name are slowly replaced by vassals that own such holdings and in return pay you tribute and give troops,  
		- feudal:
			- your tribe has fully settled and there are no more generals, only vassals,
		- semiimperial:
			- you start increasing your power as a ruler, partially returning to old, tribal system, but in a new way,
			- vassals are slowly replaced by officials that govern holdings in your name, but doesn't own them, like centuries ago generals were leading tribes,
		- imperial:
			- there is no single vassal (yup, no counts and barons anymore) left in your realm, you are absolute monarch and everyone is yours to command, 
			- you can freely revoke every title in your realm, but don't be surprise if people will fear you so much that they will organize many plots against your life, but they won't organize rebellions unless they are very brave or stupid,

All features should be as independent from each other as possible, so you can be both emperor of might horde (Mongols, Timurids), more standard realm (Byzantine, Rome) or fully feudal realm (HRE). From the other hand if you managed to carve and defend smaller realm as an independent duke, you should also have access to all 5 types of administration.

So, as tribal leader with lowest crown law and lowest centralisation, you are basically ruler only in name, not de facto. You can call subtribes for war or demand tribute, but who can tell if they will agree? You have to fight for power everyday and single weakness can be end of you.
On the other hand, as ruler of realm with imperial administration, highest crown authority and highest centralisation, you should have full freedom in acting, fearing only court plots and big revolts if you make one step too far.
