I rolled back to 1.30 and started a game with the 1356 Mod (the mod doesn't work with 1.31 anyway). I thought I try out Milan for the first time, trying out some mayhem with the HRE. After all, what could be better than having an extra 100 years in the HRE? Should be a piece of cake to get the HRE under control before the Reformation hits, right?
Well, I am in for a challenge. It turns out the 'Age of Feudalism' that starts in 1353 has a 50% increase in AE. That with the HRE AE 50% penalty means that trying to expand anywhere in the HRE is a bit of work - which I am really enjoying. One of my clever solutions was to diplo vassalize and then annexing a bunch of Northern Italy one province minors, not realizing that there is a HUGE penalty for annexing a HRE member. I annexed 4 at one time and now I have -100 relations that decays at 1.3% year. Oops. So much for my brilliant plan.
Regardless, it is MUCH better than the AE penalty, which I maxed out long ago. Having to work when standard tactics/methods do not work is fun.
This makes me wonder if the devs should consider some of the really creative ideas that we see in the mods for an expansion. This could give the devs the opportunity to add period-related flavors that do not interfere with game play/balance in later periods. I'm sure the mod leads would be honored!
Anyway, I did play Byzantium with 1.31 and did not have the problems others have had. It is clear there are balance issues (pillage capital is flat-out broken), which is another reason I rolled back to 1.30
