Fully annexing the Axis

I'm playing as Soviet Union and have fully occupied Germany and they surrendered, but the Axis still exists. I've had DDR form but Germany still have this tiny island off Norway. Is it possible to fully annex Germany? There are a bunch of governments in exile that i cannot annex due to the Axis still existing.

You need to eliminate all majors in the Axis, and remove all territory from them. Due to some glitches, GiEs tend to require save/reloads to cause them to surrender (and usually those occur one by one).

I had eliminated all the majors (Japan, Italy, Germany) but I think the game bugged out and when Germany were defeated. It created the DDR but gave them that tiny island off the north of Norway. I ended up redeclaring way on Germany by attacking Vichy France but when I captured their only island they still didn't surrender. When I hovered over the % occupation bar it said I had captured 0% of their major cities.
I eventually ended up giving them a random province with 1 VP through the console and after capturing that it triggered their annexation.
