I think I know what I am talking about. Whenever a country is annexable but you are not allowed to do it it means they still have something under their control (an occupied province, a colony or CN's territory).I think you need to reread AurochsAway's post(s).
IDK what happened with France, but if they were allied in a war and were not the war leader you can fully annex them by talking to the war leader and demanding all the French provinces; you will also inherit the CNs without the need to occupy them.:mellow: That wasn't the case for France. Sorry but I only saw this now. That is because you missed a province somewhere (overseas) , to fully annex them that way you need to make sure all their provinces are occupied by you and ofc demand them.Why didn't you tell me this...12 hours ago?
That said, I tried to do that with Spain, and it wouldn't let me take more than just the capital. Now they're just a capital it might be possible.
With France they were a secondary participant, but I negotiated directly with them to annex them. They had 2 provinces at that point.
Yeah I checked that buggy and inaccurate ledger page already. In any case, as far as I'm aware there's no way to get 100% without complete occupation.

That's not true, it's perfectly normal. Yesterday I had Scotland to 100% even if I missed a scottish St Helena, foe example. I still think that you're missing something.
If you can have 100% while missing a province, that's new to me. That said, the ledger when it worked did say 2 provinces, and that's what I had (one province now).
Sorry if I insist, I agree with you that 100% should mean entirely occupied, but it doesn't, I don't know since when. But I met this situation a few times in the last two days and the answer has always been some unknown province somwhere. With Portugal I had to make peace untill I discovered their land. If it isn't a province it can be a colony, or occupird provonce as I said.
Obviously It can be an entirely different matter, but check carefully, Portugal could be everywhere.
Protectorates don´t prevent annexation, they are inherited without needing to be militarily occupied.Judging by your second screenshot it would appear that you can not annex Portugal because they have subject nation, discounting colonial nations. My guess would be they have a protectorate somewhere preventing you from annexing them.
people tend to forget that NONE of your provinces may be blockaded by enemy fleet, or it will stay at 99 even with everything occupied.

I know. I really really think I didn't. They had no occupied provinces, including ones occupied by CNs, and I had all of their land. I definitely didn't miss one of their actually owned provinces, as they're an OPM now.

I am currently doing a WC as Frankfurt and I went through this process 3 times already when I had to annex England, Castile and Portugal. I had 100% war score but the annexation option was greyed out until I managed to occupy all their home/overseas provinces, CNs and clear all occupations in their name. I can provide screenshots too.
