Just an Idea, but why is there not a fuel resource? It just seems to me like that could be a really important factor in the game, with the appropriate technology coming along to increase the range of your ships without needing to refuel. Strategically placing fuel depots, and fighting over the limited amount of 'fuel sources' in the various area's would be a way to spice the game up. I do enjoy stellaris, I just feel like it's not even close to being as good as it can be.

Maybe if we had warp drive and not hyperlanes.

A drive that operates on a cooldown, and with refueling stations.. might make for some interesting strategy, fuel refineries and fuel planets becoming very important strategic positions, etc...

But this game has not steered in that direction. Nor will it, by the looks of it. So, no.

Fuel is something my Admirals have to sort out. The God Emperor doesn't concern himself with such minuscule issues.

We don't use solid fuel sources in the game for the main movement, it's energy based as others have said which don't really need to be refueled as the base generator is nuclear based so should be good for quite a long time and isn't going to be that limited to be replaced.
