Frustrating account issues

I have created this account since my other account seems totally inaccessible.

My actual desired account would be from a different address (which I am convinced I created an account for long ago).
BUT...
I cannot log in
I cannot create an account because it already exists
I cannot seem to receive an email to reset my password. It is not in my spam or anywhere else

ADDITIONALLY...
The stellaris launcher will not let me log in
The stellaris launcher will not update
The stellaris game will not enable achievements
I have uninstalled and reinstalled the game
I have launched the game totally vanilla with no mods
I have tried turning it off and on again
I have doublechecked that it is plugged in

What in God's name do I do to fix this stuff
