Technically it's not broken. Since Germany is about ten days away from a wargoal on you if they fancy it, your generals and field marshals are preparing for that eventuality.
Which you ordered them to do, by the way, since the front line you drew included the adjacent Axis-held province. Shorten your line by one tile and the problem goes away.
your technicality is just wrong.
yes, this is the system working as intended. the battleplanner does this consistently regardless of who you are playing in game. in no way is the battleplanner attempting to "simulate your generals and field marshalls prepping for a war that may possibly happen." thats not a thing in this game, even if i really wish that was a actual feature.
after years of play i think this is generally what is happening with the frontline ai when this issue occours. the battleplanner is trying to grow the border with the frontline as it expands and it gets confused when the frontline expands into a province/territory that it cannot enter. so it places a new frontline to solve the new unenterable province.
leaving you to constantly delete the new front and replace them on the actual frontline.

yes this has been an issue for years, and their is still no fix from paradox.
This problem does not go away with the solution you propose. as you push the problem comes back as soon as the frontline expands to touching whatever other country is in the war fighting with you but not in your faction.
the only solution i have found for this is to ignore that one side of the frontline and never push it. push everywhere else and try and get your frontline ahead of the other country you are competing for territory with. in most cases you can effectively block them from fighting in the war at all using your own captured provinces. in cutting off the other country you can set it up for a great encirclement using the other countrys border as a wall.
for example. if you were playing as romania and were at war with russia. and then germany gets involved. yall are competeing for the same territory. so for romania it would be advantagous for them to push as far north as they can to cut off the german advance. leaving all of russia to themselves. thats honestly the only real solution to this issue
