For a reason I don't understand, one of my vassals (conquered from an enemy king) is a ruling tribal government instead of a standard feudal one. He's giving me no money nor troops, and I can't change his feudal contract for obvious reasons. Can someone please tell me how can I 'upgrade' him to feudal? I find no option anywhere to do it. :(

You can also revoke his tribal holdings, spend 500 gold per hokding to upgrade them to feudal, grant them again. But all the buildings will be lost, unlike if the vassal goes feudal via decision.

Additionally, spending gold to upgrade to feudal doesn't create the city and temple holding that the convert to feudal decision does, so it is definitely not an attractive option.

Can someone please tell me how can I 'upgrade' him to feudal? I find no option anywhere to do it. :(
If the vassal doesn't have much prestige, it is usually quicker to revoke the existing vassal and replace them with a character that already has a large chunk of prestige ( 500+ ) so that they can quickly upgrade to lvl 2 authority and then take the decision.
