In hoi4 we have volunteer devisions. This is where you may lend a small number of your own divisions to another nation at war. Your troops will then participate in the war fighting, gaining experience and training. Awesome feature that has proved to be fun in eu4.
Here is an idea on a similar form of expeditionary forces. The possibility of escape for brigades and pilots from occupied states. These states would still have to be resisting. Perhaps with active faction leaders?

The 1st Independant Parachute Polish Brigade, numbering 3,100 free Pols. Known for dropping into Arnhem in '44 as part of Market Garden.
The Czechoslovak Brigate was some 4,000 strong. And the RAF had three squadrons flying under Czech markings.
The Foreign Legions of the Reich. One such brigade is the Walloon Legion. Belgium volunteers from the french speaking regions of the country. Featured on stamps and postcards in the Reich.
I'm a fan of plausible historical flair like this that could be added to the game. I can see it as a system that deals in occupation laws. Foreign divisions could be received into your national army. Select the template for the division. That division goes into the training/arming phase as an experienced division. Equipment must be supplied to them of course. An example of this is occupied, "1st polish division" arrives in Britain. Britain places it as a paratroop template. Britain gets a trained foreign division with no equipment! OR Mongolians cruising in Soviet IS-2's.
