i'm pretty sure this question must have been asked before but how do you give friendly occupied provinces back to their owners (playing as france, own some of netherlands and belgium). if it can't be done in-game can the save file be tampered with or am i just doomed

March one of your units into the province. Make sure that you have NO Air or Navy units based there (re-base them out first). Lend the unit to the original province owner as an Expeditionary Force. The province will instantly switch hands back to the original owner. Click on the unit and march it to the next province (after making sure that your Air and Navy units have left). When all the provinces have been handed over, click on your unit and reclaim it.

I probably shouldn't make any comments on what "might" or "should" be included in HOI-3... since I'm in the Beta-Test, and have signed an NDA (a Non-Disclosure Agreement).

Besides the "official" answer you will find it quite necessary and correct to edit the same game file from time to time for things to make sense and correct some wrongs as well as to give your nation's troops supply in certain circumstances. Always same the same game file first somewhere else. The sooner you get up to speed in editing the better. There are tricks in finding the right line to edit quicky among the 42 million lines of text in the file so ask if you get stuck. I never play a game anymore without editing something to make things right.
