Friend cant choose his empire when joining my online session

so me and my friend made an online session after the utopia update(i was hosting since i bought utopia). we both made custom empires and played for about 3 hours and took a quick break. i saved the game and when we got back i re hosted it but when he hot joins me he isnt able to see his own empire just all the ai ones. anyway how to fix it?
