In the Emperor update, the province of Fribourg (picture below) was added., as a province of Switzerland.
In 1444, the city of Fribourg was part of the Habsburg domains, having entered them in 1277 after the husband of the last Zähringen heiress sold them to Rudolf, Count of Habsburg, first von Habsburg Holy Roman Emperor. However, soon after the end of the Crusade of Varna starts our game, in 1452 the city submitted itself to the count of Savoy, to which it owed great sums of money (previously borrowed for its defense and maintenance), and left the domains of the Habsburgs, who had, in the eyes of the Fribourgois, neglected the town. It then fought against Charles the Bold in his last war in a rebellion against Savoy, before joining the Swiss Confederacy in 1481.
I understand that much about the Holy Roman Empire, and particularly Austria and Switzerland, is abstracted for simplicity and to preserve these states into the later game. However, I also understand that early game flavor events are some of players' favorite things, both for immersion and gameplay, so I propose this:
Fribourg starts the game as an Austrian province. It is yet another exclave like Swabia, but is even less helpful to have, not having a fort or useful trade good.
In 1451-3 an event fires for Savoy asking them if they want to bail out Fribourg in exchange for their submission. If they take the fifty/hundred ducat hit, they get a core and ownership of Fribourg.
Austria then gets an event asking them if they are willing to let go of their core on Fribourg, where if they do, they get a relations boost with Savoy and a stability boost (getting rid of the agitating Swiss) but upsetting the Swiss (for not defending their people) and losing some prestige. If they choose not to relinquish the core, they get 10 prestige and a relations hit with Savoy.
If Geneva's revolt event has not been instigated by Switzerland's mission tree yet, they will also ask to get Fribourg in that event, and if the event has already happened and Savoy accepted the request, Fribourg is transferred to them instead of Savoy.
This could give Austria another way to remain strong in Switzerland, as well as possibly persuading Switzerland to attack Savoy one time or another for their cores.
