When you upgrade units is it possible to skip redundant levels? For example, if I have a 1918 INF but I have tech for 1939 INF, do they need to go through each level (1926, 1931, 1936, etc) before getting to 1939 or can they just jump straight to it?

No, it's not possible, but upgrade time and cost for redundant levels is reduced, so it is not entirely a waste.

If i start researching a tech in 1934 while the tech itself is from 1935 it will research slower. But when I advance to 1935 while the tech is being researched the research rate will speed-up or will it still use the 1934 research rate ?

And is manpower a representation of the population, the men or a specific group age?

It depends. Its meaning changes slightly.
For example, on the map 1MP = 1 million men, but units and manpower pool use 1MP = 1 000 men (the mobilization system turns the first into the second).
I can't honestly remember right now, but I think it's the whole population and not only the men. Surely not a specific group of age as that is taken into account by mobilization.

Is there any way to set an OR in what brigades can be attached, without just reducing the number of brigades allowed? I.e.--You can attach an AA suite, an ASW suite, and then choose either 14 or 15 inch guns to a BC (all as brigades)? I'm thinking not, but just want to be sure.

Hi!
I've encountered a weird bug with AI production. It's simply cheating, not paying IC-s for the brigades, only for the unit itself. In the picture under the red line is the real price 8,5 IC (if i want to build the same units) above the red line is what the AI added, for only 3 IC. Anyone else encountered this bug?

Well, i love to play with little countries, and 3 IC vs 8,5 IC is really matters with small IC countries. If it's not a bug than should be turned off if the player want to :/

But also, soviets have 439 IC, while Germany have about 280, and as Germany i'll have to pay 11 IC for a full INF, while soviets pay 3 IC, and they make tons of units as you can see in the picture, so it's not really balanced :D

Anyone know how to manually unlock a secret tech? Miniature fission bomb in particular. It hasn't fired 7 years later, in 1955.
