Right so lately I've been getting back into CKII. Which is all great but since I started playing it again I've been having frequent stutters, especially when on terrain view or higher speeds. My PC specs definitely meet the requirements and the recommendations. I've fussed about with the various settings and tried most things I've seen in similar threads on this forum, such as lowering graphics settings and doing a clean re-instal. An interesting thing is that the last time I really played much was around The Old Gods and I distinctly remember the game running flawlessly. I've attached my dxdiag. 2 things, you seem to have a great deal of things running as your page file is almost 5 GB, and you may want to limit your page file to say 8 GB. As it is, it's just shy of 20GB as a max, and if the OS keeps resizing it, it can cause performance issues for any application.

When a Windows machine runs out of available memory, it swaps programs out of memory into a Swap (page) file.

Memory: 12288MB RAM
Available OS Memory: 12280MB RAM
Page File: 4709MB used, 19847MB available

12gb is a lot of memory, so for that to be used up means you are running a LOT of stuff at once, sometimes at least. That may or may not be rleated to your game problem, just an observation really.

Your sound drivers are quite old, I'd get updates for both those. We've had one or two issues recently with sound setups causing this problem. You can test this by editing settings.txt to say master_volume=0 (so no sound at all), if that helps we're in the right area.

It's really odd that you mentioned I am running out of memory; when I look at running processes it generally tells me I'm using a tiny part of my memory. This is especially unusual because I only run a few things at once (steam, TS, a browser, Foobar) and I've tried closing out of all I can but it has not helped.

I've done what you suggested in updating my audio drivers and I've also tested the game without sound, unfortunately I'm still getting pretty bad stuttering. I've also attached my new updated dxdiag.

Yeah I disabled the outdated device and it had no effect.

Checksum didn't seem to be in the setup.log but the checksum I get at the main menu is "(BTOF)."

Can you describe the problem in more detail please? Does this stuttering happen when you scroll around the paused map, or when time is passing? Does it matter if you are in fullScreen, Windowed, or borderless mode?

And, here's a bit of a stab in the dark - I see you have a bunch of USB devices attached including a hub. For the sake of experiment can you unplug them all, except those you need to run a test game like keyboard and mouse?

Stuttering will happen when I scroll around the map it's there regardless of speed but the higher speeds make the issue worse. Unplugging things had no effect.

if you are paused, does it stutter?

Also did you ever change your pagefile so your min / max is 8GB? You have plenty of system ram so you shouldn't need windows to keep such a large pagefile, plus widows tends to resize it, that can cause issues for us gamers
