France can't bring new members to the allies because the UK is the alliance leader. If you influence countries towards democracy then the UK should invite them to join.
You can annex the USSR(or the UK, US etc) without a CTD by annexing their puppets first. In the case of the USSR its mainly tuna tuva (sp?) and mongolia, which you have to go past to get the last soviet VP provence anyway. Paratroops would also be useful.
