In addition to what others have said, note that Cyprus the COUNTRY has a primary culture of Cosmopolitaine; Cyprus the PROVINCE has a primary culture of Greek (which you can confirm by clicking). That's why they frequently tend to be hit by rebels, and is clearly intentional.

You could make an argument that, in an EUIV game stretching back to 1066 (or even more recently), the primary culture of England the Country should be Norman (or perhaps Aquitaine later), but by the time of the Hundred Years War (by which point the English had lost most of their French holdings), the English monarchs were pretty clearly seen by both sides as not really being French.
