When cims are leaving town the freeway eventually gets jammed from my town to the next freeway intersection going out of town which is on the next map over. So how do you fix this problem. Traffic is really jammed up from "in town" all the way to a intersection on another map, which isn't moving "real" fast. LOL Keep in mind, now the TRAFFIC is really jammed up both coming and going out of town. As far as you can see going and coming traffic is not moving. This happen 2-3 times now with cities really doing well until traffic stops due to can't move on other maps.

I have to assume they mean a tile they cannot buy.
It sounds as though the OP has too many exports (build more commercial/res or reduce yellow industry/build offices and education), but a screenshot would be helpful to determine if cars are backing up "going off the entire map" or to another tile.
