While working on game modifications, I discovered that the 1936 soviet file (soviet.eug) handed the soviets free ICs 50, to be exact). This is something I'm having a hard time understanding. What is the puspouse of handing the soviets these ICs?
I noticed that France (5 additionl ics), Hungary (6 ics), and Japan (15 ics) also recieve these free ICs. I can't think of any good reason to hand these nations (especially russia) ICs like this. If the equivilent ICs were put up in factories, it would not be an issue, but I can't comprehend just handing them stright ICS.
For reference, the code in question (soviet) is:
province = { id = 1856 ic = 5 }
province = { id = 1907 ic = 7 }
province = { id = 1850 ic = 7 }
province = { id = 1422 ic = 6 }
province = { id = 1429 ic = 5 }
province = { id = 1548 ic = 6 }
province = { id = 1485 ic = 4 }
province = { id = 1572 ic = 4 }
province = { id = 1490 ic = 3 }
province = { id = 1427 ic = 3 }
