While working on game modifications, I discovered that the 1936 soviet file (soviet.eug) handed the soviets free ICs 50, to be exact). This is something I'm having a hard time understanding. What is the puspouse of handing the soviets these ICs?

I noticed that France (5 additionl ics), Hungary (6 ics), and Japan (15 ics) also recieve these free ICs. I can't think of any good reason to hand these nations (especially russia) ICs like this. If the equivilent ICs were put up in factories, it would not be an issue, but I can't comprehend just handing them stright ICS.

For reference, the code in question (soviet) is:

The only reason I can possibly think of is to simulate the contribution of "cottage industries" in particular countries, for example the manufacture of the "replacement" type 99 rifle which took place in apartments and backyards near the end of the war in Japan. Certainly, though, more countries than these ought to benefit. I also doubt that this is what's going on, though.

They do represent factories. First, you're referencing the wrong file. It's soviet.inc, the initial setup file for the Soviet Union in 1936.

Now, if you look in db\provinces and find province 1856, you find that it has 1 IC by default. A quick check of config\province_names will show you this is Yerevan.

Now, if you load up the 1936 scenario as the SU and check Yerevan in your statistics list, you see it says IC 6.

Now, the math is easy to do. The basic 1 IC (Factory) in Yerevan plus the 4 IC (Factories) in the initial setup is 6.

Those are additional factories built by the nations in the 1936 setup. Many provinces have the "right" number of ICs in them to start, but in the case of the Soviet Union, the 1944 scenario starts differently, representing the fact that ICs have already been moved east. Therefore, it's necessary to set up in the earlier scenarios the extra ICs in Yerevan separately from the 1944 setup, hence the inclusion of "free ICs".

I would assume there were/are other shifts in ICs that occur in the other nations during the timeline that would necessitate varied setup files for each scenario. That being said, it's also clear if you peruse multiple setup files that they were written by different people, and so it might be an error that the IC's weren't included.

Either way, it's not free IC's, it's just individual setups that require factories to be placed in different provinces in different scenarios.
