Proclaim Erbkaisertum is the one that gives you free vassals. Revoke the Privilegia enforces the vassalisation of all the princes but you lose diplo rep so I delay implementing it till I've diplo-vassalised the big boys.

Nothing is stopping you from diplo-vassalising all the princes that allow royal marriages before the penultimate one though, particularly if you control the curia.

My guess is erbkaisertum?
Yes, it's the Proclaim Erbkaisertum reform, the one that makes you hereditary HRE. That's the one BEFORE Revoke the Privilegia, which makes all (willing) HRE states vassals.

Sometimes it does not seem to get reflected, immediately and you have to wait until the next month rolls around. But other times you'll see it right away. Haven't figured out the rhyme or reason for this anomaly, yet.

I've seen that too. If you save and reload it comes good. It will show the correct number on the diplomatic screen but not on the main UI.

On a related note as i almost never form HRE even though i can but if i do this time: will i be able to release say Brandenburg and then sell him provinces in northern Germany or am i still restricted from selling provinces inside HRE?

Doesn't the HRE effectively get dismantled once you form the HRE country? I'm pretty sure you lose all the perks of being emperor including the free vassals. And the 'HRE territory' disappears as well doesn't it?

The free vassals only applies to HRE members anyway. So you haven't really lost that. You lose imperial integrity at some point after revoke the privligia (I assume you integrate a number of the members). There are some nasty downsides to the late imperial reforms. Personally I annex all the vassals and then let republican rebels overrun my country.

The Emperor doesn't benefit from Imperial Integrity anyway. However, some of his bonuses do scale to the number of HRE members, so it's in your interests to keep the small ones alive unless you really need their land.

Are you sure Erbkaisertum grants free dip slots for HRE vassals? I have ~8 HRE vassals as HRE Poland and am losing dip MPs constantly because of them, even after getting this reform.

Do I have to cancel my other diplomatic interactions with them (i.e. marriages, guarantees)?

No it doesn't! That one is the hereditary emperorship one. I said this as the first reply but some people seem to have missed it.

Actually you are wrong it seems. It is ebkaisertum that gives free relationship vassals. My relationship slots were reduced after that reform but only for HRE vassals that i didn't have any royal marriage, guarantee and so on. So if you do have a RM with a HRE vassal then that vassal will still take a slot. I annexed Lithuania, added it's provinces to HRE and released it as vassal again (for the IA) and it didn't take any relationship slot.

EDIT: I was wrong, the free-diplo does come with Erbkaisertum. What doesn't come is automatic vassals of all HRE members, which is Revoke The Privilegia, the penultimate reform.

OK, let me eat some humble being-an-ass pie. You are mostly right:

Erbkaisertum gives: "the Emperor no longer needs to pay diplomatic relations upkeep for vassal status of any HRE members. Non-HRE vassals are not affected, and any other regular diplomatic relations will still require upkeep (for example, royal marriage)."

It doesn't give you vassalage of every HRE member, which is what I thought you were referring to (and tbh I thought the free slots also came with that.) But if you already have vassals, they no longer cost upkeep. Then you get all of them as vassals with the next reform, Revoke Privilegia.

You are still wrong. All the HRE vassals that i had (Mainz, Trier, Cologne and Saxony) were removed from the "relationship list" when i got erbkaisertum reform. Removed as in i wasn't getting +1 diplomacy points anymore but +5 suddenly. Now only the vassals that aren't inside HRE show up in the relationship list. But if i send a RM to say Brandenburg then 1 relationship slot will taken but it will only say "Royal marriage". Below screenshot is after the penultimate reform but it looks exactly the same in the relationship list after erbkaisertum.
