Some people here who didnt buy Common Sense are very unhappy due to the recent patch which introduced the new building system. Their argument is that this system actually removes (instead of reworking) the possibility to build, a feature which was available since base game.
I cant confirm this since i bought the dlc but im caring for my fellows. Offering free content was a nice idea, but it doesnt work in reality. Only shitty features like the new fort system are accessible for free, the good stuff is behind a paywall. Shame.

Therefore my suggestion is that the upcoming free patches should only contain bug fixes. New content should be exclusive for all of those, who are willing to buy for it.
This way people who dont own any dlcs would still get their game patched without getting their basegame content cut off.
I somehow like this idea.

The distinction between "bugfixes" and "features" is nowhere near as sharp as you'd like when talking about video games.

And, modulo the wrinkles which need to be ironed out, I think the new fort system looks pretty sweet and I'm looking forward to taking it for a spin once I've finished my 1.11.4 Poland game and the first hotfix has come out.

What would you consider a 'bugfix' and what a 'feature'? Would you consider balance changes a feature? For instance, you used to have to pick the 'Offensive' idea group to get Forced March, but now you get it by tech. Should that be included or not?

Another problem is that multiple versions of the game would have to be kept up to date. If a bug appeared with the old fort system, should it get fixed? Of course it should, but that costs resources, that could otherwise be spent on more features.

Anytime a core mechanic is replaced, it's replacement should be made available for everyone. If that isn't an option then they should hold those changes until the release of EU5.
I still bought the DLC, but i don't agree at all with this policy of putting a paywall to core features replacements.

Anyway, to get back to the point of this post: I think you do have a point in that updates shouldn't remove functionality for people who don't buy the DLC, and I believe upgrading development should have been in the patch, but I don't think removing all features from the free patch is the best solution to avoid this. Especially with the amount of changes Paradox puts in their patches (compared to upgrades/expansions, which should be paid).

IMO, if the feature isn't replacing an old free feature or doesn't hurt the usage of an old feature, Paradox is totally entitled to ask for money for it.

Development does not replace the old buildings system. The new buildings system replaces the old buildings system.

Development is not only unnecessary to make full use of the new buildings system, it is actually, in the majority of cases, mathematically suboptimal to do so. Check the EU4 wiki page on Development to see how insane the costs are, then compare that to the costs of diplo-annexing in the 1.12.1 hotfix (8 per development).

I don't agree completely - I mean, they WOULD be in their right to do so, as we bought the game and - as long as that is maintained - they have fulfilled their half of the contract, but who doesn't like free stuff? What I would like to see, instead, is features being only paid or free. As a whole.

As salty as I am about not being able to increase the development on my provinces without the expansion, I think the current system is the best one.
