Free investiure heir choice? How?

I have FREE investiture but never get a choice who to put in when a Priest dies.

I know it does not go to their sons.

It's in the religion tab, as long as everything's working correctly.

In the religion tab on the top left, you can appoint heirs to bishops.

Related: How does the game determine who you can appoint? I had a huge fight with the pope over investiture (well, actually the Danish with 20k men in the name of the pope) in my Sweden game and after that was over, I still couldn't put my second son in a bishopric.

If it is de jure part of a kingdom, then it abides by those crown laws.

That's what I thought and why I was confused there was only 1 person I could nominate for the Bishopric.
