Adding what was probably the most important non-Hanseatic free city in the empire to the start dates it existed (independent until 1486, part of Bavaria 1486-1496, independent again 1496-1803, independent as an archbishop-electorate and legatus natus from 1803-1810, then part of Bavaria again) would serve the purpose of preventing the awfulness that is the 'Free City of Friesland' that always appears, alongside being a noteworthy boost to historical accuracy. Bavaria is already ahistorically weak, though, so perhaps they should recieve a bit more development, or a province split, as compensation.
