Free Imperial City of Regensburg

Adding what was probably the most important non-Hanseatic free city in the empire to the start dates it existed (independent until 1486, part of Bavaria 1486-1496, independent again 1496-1803, independent as an archbishop-electorate and legatus natus from 1803-1810, then part of Bavaria again) would serve the purpose of preventing the awfulness that is the 'Free City of Friesland' that always appears, alongside being a noteworthy boost to historical accuracy. Bavaria is already ahistorically weak, though, so perhaps they should recieve a bit more development, or a province split, as compensation.

There really is no reason for Regensburg to be a part of Bavaria in 1444 (if it's to make Bavaria stronger, then Bavarian development could be boosted or it could be given an additional province elsewhere). And let us not forget that Regensburg was the seat of the Perpetual Diet, making it way more noteworthy than most free cities.
