Just a suggestion I wanted to bring up: Besançon, the capital of the province of Franche-Comté, was a (albeit only in name at some points) self-governing imperial city during from before the start of EU4 to around 1650. Perhaps a latent core could be added to Franche-Comté to represent it?

I understand there are an extreme amount of imperial city-states not represented, but Besançon seems unique in its drive for independence and democratic government.
