I'm trying to create a custom event, however the wiki guide for victoria events literally just says "???" should be free for custom events. Unfortunately, I have no idea what a question mark is meant to mean, so im hopeless.

Whoever wrote the article simply didn't know. I would guess they just decided not to go to the trouble. Pick a number and use the in-game console to trigger the event. If it says that there is no event with that id, then you can use that id. Also, I expect that any over, say, 100000 are as free as a bird.
