I thought it was on EUIV release, but apparently those who pre-ordered on GamersGate already have their copy, I'm not sure though.

I'm in the US and haven't gotten it yet.

However, it seems Steam will release EU4 at 1 PM PDT, so maybe that's the time we'll get CK2 on steam? It's in 22 minutes.

Ah. Well if you look at Steam's store page for EU4, the timer implies that it will be unlocked somewhere around this time 1 week and 5 days from now. (as of the time of this post)

The Steam store is slow, I'm in the US and not seeing CK2 mentioned on EUIV's store page either.
