Free colonies?

Playing as Buganda, my neighbours occasionally get colonies, though they do not have any ideas that provide colonists. How do they get these colonies?

there's an event that gives a colony to african nations, MTTH 50ish years

me playing mali and tring to rush exploration+expansion ideas:

"oh cool! free colony until I get my ideas OFCOURSE"
resulting with -15 negative income
"HELL NO!"

what they need is they should count as siberian frontier if you ask to me but triggered by event
