I played a game as Germans, took France. I had almost 3 divisions on every beach in France but somehow a french army popped up on Lille! I have 3 divisions there and we didn't fight! Nor could I engage the enemy when I sent units from other places. Belgium, my puppet, had a division on Lille too!
