France not reforming

So, my game has taken an interesting turn. France completely collapsed. Burgandy however has picked up enough territory to re-form France, but they aren't clicking the button...so to speak. I wonder, is there a reason they won't?

Ok, disregard, they waited 5 years for some reason. It's now 1711 in this game and Burgandy has become France.
