France not capitulating - no vichy

I really like the look and play of this bundle so far but I'm a bit puzzled on 2 counts.
1. France, UK, etc DOW early in 1939, shortly followed by Poland then Russia. Fair enough, I guess (probably would have been the intelligent thing to do). But I thought you were aiming to keep the timeline historical.
2. I've almost conquered all of France, including all major centres, and the Vichy event hasn't triggered. Why is this?

I'm using 1.6C BTW.

1. This is because war entry is increasing more with 1.6. But this should not happen very often.

2. Exactly, which major provinces did you conquer? The event has a random chance to trigger after you've met all conditions. How long have you been waiting for?
