playing as germany I am slowly destroying the comrades...but....France, England and Usa DO NOT ATTACK ME on western side.....I've only 12 divisions on freiburg, stuttgart and saarbrucken and they have more than 125 divisions!!

i think the french are hardcoded not to attack unless they have empty provinces in fornt of them. thats what happened IRL, the french had more than a 100 div on the western front and the germans only had 36 underequipped ones. so your game is totally normal.
