France - Exploration ideas vs Expansion ideas

To answer the original question, as France I'd pick Exploration over Expansion every time.

I am not sure I Expansion would ever be a serious consideration for me as France (or as most other nations) - it's just nowhere near as good as the other Admin idea groups.

Expansion should get a reduced AE idea and faster coring time IMHO. That would add some decent return on investment if you're not playing tall. Admin points are just too damn important to squander without some long-term return on investment.
