France doesn't mobilise

Hi,
when I was playing Germany and WWII started, the French didn't mobilise, not even partially. And not even after Fall Gelb. I discovered this while writing my AAR, you can access the saved games there if you need. link

Martin/AC, this is confirmed in his save. I will run a couple on the latest version and see if it continues. If it does, I will post on mantis.
