Any advice on how to play France as a colonial power ? The few times I'm tried I do fairly well establishing one, but then Austria with Spain usually steam roll me in Europe. So suppose I'm more asking on how balance a colonial Empire with Europe.

Try to keep good relations with austria from the start.
Try not to expand too much into the HRE unless you have cores there. In my current game I have austria as my ally so spain is a none issue.

I always go for 1-2 island in the carribean and then straight for louisiana - establish a colonial nation there and make sure you colonize all the coastline within the colonial region. Colonial nations ussually colonize on their own, but you might want to kickstart it by sending them some money for troops and buildings.

If you really want to dominate the enemy in battle, get defensive, religious, quality, quantity and convert to reformed.
Activate the policies that give moral and set focus on war and enemies will be destroyed.
