Kind of a complicated issue [at least for me], so bear with me as i try to explain.
V1.03 playing Italy in 1936 scenario, allies with Germany in Feb 1936, attacks and conquers France by Oct 1936. Now, Italy ends up with all provinces, but one which is held by Germany.
1. Vichy option does not arise. Even after allowing 1 year of game time to pass.
2. Only option is to puppet government or to continue fighting colonies.
It would seem that there should be a mechanism to:
1. allow allies to 'trade' provinces to allow one side to complete annexation
or
2. allow allies to jointly annex whatever provinces they occupy at time of annexation.
The trading could come about for example as Italy in the above scenario also occupied one province in both Netherlands and Belgium, which prevented Germany from annexing those two countries. Thus the unrealistic scenario arises that the home countries are conquered, but not annexed, and the colonies continue to fight.
at least, this is how it appears to me.
