France and UK won't surrend to DRR nor SU

I started in the 1933 scenario and became the German Democratic Republic. Then took the final struggle decision and rolled over France and the UK. As of now I completely occupied the British Isles and mainland France, warscore is 100%, but they still won't surrend. Also looking in the files, it seems that there is no event to make them surrend to DDR or SU. Maybe it's the year? It's october 1939.

Going to have to attack some of the colonies. Thankfully Most of Africa doesn't contain many important provinces and hey, it's a good opportunity to spread the revolution.
