As things stand, pretty much all naval concepts in the game are lacking a bit of depth (ha) and usefulness. Admirals are no exception - waging war without at least one general is unthinkable, but admirals aren't always worth the monarch points. While I've heard murmurs around the forum about a possible future rework of navies, that could be a long time coming, and in the meantime there's a glaring empty space in the leaders list. Generals have a siege value in the fourth column; admirals could become more worthwhile if they had a unique modifier of their own. Possible candidates could be a blockade value (which would be more useful with a change to how blockades work, which I'll hopefully get around to explaining in another post), an attrition value (certain historic figures, such as James Cook, were well known for their ability to look after their sailors and keep the crew fit and free from scurvy on long voyages), or something to do with capturing ships (though I have no idea how that aspect of the game works).

I'm in my first game as Ottomans, it is almost 1680 and I have 450 ships and 1500 regiments but I can only have 3 leaders. I did not even enjoy having an admiral until this time even though I had a big navy and had several naval battles. I'd love to have Barbarossa commanding my navies but that is a luxury with this current system.

We should be allowed to have more leaders, especially if you have bigger armies or high army tradition. At least the upkeep can be separate for army and navy.

And it is not fair to have a 0010 general while I have more than 40 army tradition. I lost several important military points just to get a decent general :(

I never saw the point why hiring admirals and explorers costs diplo-points instead of mil-points. Naval Technology is in the diplo-tech group, but admirals are still military leaders from academies or otherwise - they should cost mil-points. Considering the fact that mil-points are usually less valuabale than diplo-points, admirals would become less of a luxury and probabaly more common.

Well, at least people should be able to have one general and one admiral without going over limit. To my knowledge you can only get extras by power projection, innovative and aristocracy.

And from government level(empire), curia controller, HREmperor, and some national ideas.

People spend 1 mil point per month for military policy to strengthen their army. And maintaining 1 more leader costs 1 mil point per month. If someone needs leader too much, he can hire it.
