[Four Nations mod] How to properly expand as Earth King

Before I say anything. I'm a total noob to these forums. I can't find any proper place to post this question. From what I can tell, this is where my question would kinda fit in. If I'm in the wrong place, please, tell me where exactly I can ask questions about this mod. Than you!.

So I'm trying to play as the Earth King during Sozen's first invasions of the earth kingdom, and I can't expand for some reason! I have a causis beli against one of my neighbors but I can't declare war for some reason (It says I don't have casis beli but I do). I know they are my subjects but they aren't directly my vassals and I kinda want to clear up all that ugly mess of a map.

I would say that you should either check the mod sub forums or the sub forum for the game you are playing, not the off topic forum games area. Maybe general discussion, but I'm not sure.
